The reasons were to limit the expenditure of people on clothes - and of course to maintain the social structure of the Elizabethan Class system?!? Her proclamations for the Statutes of Apparel Sumptuary Laws for men includes the following:

None (other than the Royal family, or important people) shall wear:

Any silk of the colour of purple, cloth of gold tissue, nor fur of sables.

Woollen cloth made out of the realm.

Velvet in gowns, coats, or other uttermost garments, fur of leopards, embroidery with any silk.

Caps, hats, hatbands, cap bands, garters, or boothose trimmed with gold or silver or pearl; silk netherstocks; enameled chains, buttons, aglets.

None shall wear spurs, swords, rapiers, daggers, skeans, woodknives, or hangers, buckles or girdles, gilt, silvered or damasked.
